It really comes down to the amount of bathrooms and the number of radiators. This is because, if the boiler will need to service more bathrooms at once, and more radiators, it will need a larger power output to be efficient. Otherwise it will be more likely to break down.
The level of insulation
Finally, this item is only applicable to certain homes. But if you have a larger home, with top quality cavity wall insulation, loft insulation and double glazing, you might be able to downsize your boiler. This is because your home will retain its heat for longer, and a warmer home means less boiler usage.

24-27kw- Appropriate for homes with less than 10 radiators and only one bathroom
28-34kw- Appropriate for homes with two bathrooms and up to 15 radiators
35-42kw- This will service multiple bathrooms and more than 20 radiators with no issue.
